Representative of the sco rats takes part in the international conference on “The democratization of legislation and law enforcement practices in criminal law and criminal proceedings spheres: uzbekistan's experience”

Representative of the Executive Committee of the SCORATS, Mr. Sheraliev, at the invitation of the Supreme Court of the Republic of Uzbekistan took part in the international conference held in Tashkenton the theme “The Democratization of Legislation and Law Enforcement Practices in Criminal law and Criminal Proceedings Spheres: Uzbekistan's Experience” held by the Supreme Court of the Republic of Uzbekistan with the assistance of representatives of international organizations accredited in the Republic of Uzbekistan on October 17-18, 2018.

The international conference was attended by judges and experts of the Supreme Courts of Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, US and German judicial bodies, Embassy staff members, representatives from UNODC, UNDP, USAID, UNICEF, OSCE and other international organizations and educational institutions, as well as heads and responsible officials of the Senate, the Supreme Court, representatives of the Prosecutor General’s Office of the Republic of Uzbekistan, theMinistry of Internal Affairs, the Ministry of Foreign Affairs, the Chamber of Lawyers of Uzbekistan, the High Judicial Council, and Tashkent State University of Law.

During the plenary session and sectional sessions of the conference, the participants discussed the democratization of the criminal law and criminal proceedings, the tendency to liberalize criminal responsibility and punishment, systematize and harmonize the norms of criminal procedural law, as well as the introduction of international standards of criminal justice.

In the course of the presentations, the participants shared their experience of using discretionary (lat. discretion) authorities, non-custodial measures of punishment, compensation for harm from crimes, the institute for the protection of witnesses and victims in the practice of foreign countries, the peculiarities of the responsibility of minors, establishing responsibility in the field of information technology, improving the grounds for the use of the institute of rehabilitation and mechanisms for its implementation, etc.

Based on the outcomes of the conference, general recommendations were produced.
