International cooperation contacts

    On March 4-6, 2015, the delegation of SCO RATS headed by Mr. Musabaev, Deputy Director of SCO RATS Executive Committee participated in Ashgabat the Seminar on the Fight against Terrorism and Border Management and Defense co-hosted by United Nations Regional Center for Preventive Diplomacy in Central Asia (UNRCCA) and the OSCE Centre in Ashgabat, which aimed at implementing the Joint Action Plan for Central Asia under the framework of the UN Global Counter-Terrorism Strategy.

    Representatives from Afghanistan, Kazakhstan, Kyrgyzstan, Turkmenistan, and representatives of the Russian Federation in Turkmenistan, leaders from Turkmen Foreign Ministry, experts from the United States, Canada, Estonia and Germany, as well as officials of relevant departments from CIS ATC , the headquarters of the CIS border guards Commission, Interpol, the United Nations and OSCE attended the Seminar.

    The Report delivered by the delegation of SCO RATS outlined the basic direction of the work of SCO RATS, described the development of illegal immigration and drug situation in Central Asia, and expressed the desire to improve the ability to defend the borders of SCO Member States.

    During the meeting, the delegation also held a number of fruitful bilateral meetings.

    On March 12, 2015, Mr. Burov, Deputy Director of the Executive Committee of SCO RATS met with Mr. Kaya, Deputy Head of the Mission and Mr. Moher Sheehan, Second Secretary of Turkish Embassy to Uzbekistan.

    The two sides discussed the complex political and military situations in Central Asian regions as well as the Middle East where the Islamic State militants and the Taliban Movement have their presence, and exchanged views on their future development.
          

    Both sides agreed on the establishment of the legal framework for cooperation between SCO RATS and Turkish National Police (TNP), and identified the major joint measures at this stage. 
          

    The talks took place in a friendly and constructive atmosphere.
          

Mr. Zhou Qing, Deputy Director of the Executive Committee of SCO RATS met with Ambassador Gong Jianwei, Executive Director of the Secretariat of the Conference on Interaction and Confidence Building Measures in Asia (CICA), on June 7, 2016 in Astana.

During the conversation that took place in an atmosphere of mutual interest, the parties discussed areas of cooperation in the fight against terrorism and exchanged views on the formalization of relations between the international organizations they represent. They identified and agreed a set of mutual measures to further prepare for the signing of the Protocol on Cooperation between the Executive Committee of the RATS SCO and the CICA Secretariat. 

Mr. Zhou Qing, Deputy Director of the Executive Committee of the SCO RATS, took part in the SCO Countries Defense Ministers Meeting held on June, 8 in Astana, Kazakhstan.

The military agencies of the SCO Member States were represented by the following participants: Imangali Tasmagambetov, Defence Minister of the Republic of Kazakhstan; Colonel-General Chang Wanquan, member of the State Council, Defence Minister of the People’s Republic of China;  Major-General M. Emil Kenzhesariev, Chairman of the State Defence Committee of the Kyrgyz Republic; Army-General Sergei Shoigu, Defence Minister of Russian Federation; Lieutenant-General S. Mirzo, Deputy Minister of Defence of the Republic of Tajikistan; and  Lieutenant-General S. Normatov, First Deputy Minister of Defence and Chief of General Staff of the Ministry of Defence of the Republic of Uzbekistan. The forum was also attended by Mr. S. Imandosov, Deputy Secretary-General of the SCO.

During the meeting the sides exchanged views on the relevant issues of regional security and agreed to improve coordination and consultation arrangements in the field of security and development of cooperation to counter military threats in the immediate vicinity of the borders of the SCO member states, as well as to ensure the rapid information exchange.

There was also a separate discussion of the preparations for "Peace Mission-2016" - joint anti-terrorism military command-and-staff exercise.

Heads of defence ministries appreciated the efforts made by the Ministry of Defence of the Republic of Kazakhstan to organise and host the meeting, and expressed their appreciation for the enabling environment and warm hospitality.
