- SCO member states are improving the legislative framework regulating countering terrorism. In particular, President of the Russian Federation Vladimir Putin signed the law “On Amendments to Articles 57 and 205 of the Criminal Code of Russia” on 26.07.04, changing the principle of life imprisonment and toughening punishment for terrorism. In accordance with the law, life imprisonment does not serve as an alternative to the death penalty, but as a punishment for the commission of very grave crimes that encroach on life, as well as for the commission of very grave crimes against public safety.
