10th International Scientific and Practical Conference of the SCO RATS held in Tashkent
The 10th International Scientific and Practical Conference on Cooperation of the Member and Observer States of Shanghai Cooperation Organization in countering international terrorism and extremism was held in Tashkent, Republic of Uzbekistan on September 4-5, 2024, at the same time with the 2nd International Conference of the Anti-Terrorism Center of the CIS Member States on Combating Terrorism and Extremism (hereinafter Conferences).
The Conferences were organized by the State Security Service of the Republic of Uzbekistan, the Executive Committee of the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization (RATS SCO) and the Anti-Terrorism Center of the Commonwealth of Independent States (CIS ATC).
The Conferences were attended by 42 delegations from more than 20 countries, including 14 SCO member states and CIS member states, one SCO observer state, five SCO dialogue partner states. In addition, the event was attended by working structures of six international organizations, 22 research and educational organizations. The total number of participants exceeded 250 people.
Before the start of the Conferences, high-ranking guests and organizers of the event visited the New Uzbekistan Park and laid flowers at the Independence Monument.
The conferences were held in the format of a plenary session and five thematic sessions.
Welcoming remarks at the plenary session were delivered by: Chairman of the State Security Service of the Republic of Uzbekistan A. Azizov, Deputy Secretary-General of the CIS M. Seitimov, Deputy Secretary-General of the SCO N. Niyazliev, UN DeUnder-Secretary-General and Head of the UN Counter-Terrorism Office V. Voronkov (video address), Director of the Executive Committee of the RATS SCO R. Mirzaev and Head of the CIS ATC E. Sysoev. All speakers noted the uniqueness of the format of the Conferences, stated that terrorist, separatist and extremist organizations are still one of the main threats to collective security both worldwide and in the SCO and CIS space, welcomed the delegation of the Republic of Belarus was which is participating in the event for the first time as an SCO member state, and expressed support for its people in their fight against the forces of “three evils".
During the Conferences, the participants exchanged national experience in countering terrorism, separatism and extremism, discussed the main terrorist threats and forecasts for their unfolding, discussed current issues of international cooperation in countering the forces of the "three evils", the current state and effectiveness of response mechanisms to emerging challenges and threats, drew attention to the steady trend of increasing radicalization of the population, especially young people, due to the continuing activity of terrorism ideologists in the information space and the use of modern information and telecommunications technologies by the FTOs. These and other topics were raised during the past event.
In conclusion, the Conference participants expressed their firm determination to strengthen and develop cooperation in countering terrorism, separatism and extremism based on the principles of openness and mutual trust, relying on the norms of international law and best practices.
