Information on the implementation of the provisions of the SCO Conventions against terrorism and on countering extremism in the national legislation of the SCO member states

The SCO Convention against Terrorism of 16 June 2009 and the SCO Convention on Countering Extremism of 9 June 2017, adopted by the Council of Heads of SCO Member States, develop further the provisions of the Shanghai Convention on Combating Terrorism, Separatism and Extremism of 15 June 2001, the Concept of Cooperation of the SCO Member States in Combating Terrorism, Separatism and Extremism of 5 July 2005, and determine the need for collective measures to counter the spread of the ideology of terrorism and extremism, including the prevention and suppression of terrorist and extremist narratives and incitement to terrorism and extremism within the SCO member states. 

Recently, terrorists and extremists, along with violent solutions to issues of a social, religious, national and political nature, in their activities increasingly use a new format associated with the use of information, telecommunications and digital technologies, which allows terrorists and extremists to increasingly expand the geography and content of their actions. 

Because of this, the Executive Committee of the SCO RATS, in cooperation with the competent authorities of the SCO member states, annually studies the experience of events held in the SCO member states under the above-mentioned Conventions, in order to subsequently use it in countering terrorism and extremism in the SCO space. 

According to available data, in 2023-2024, in terms of implementation (introduction) into national legislation of the provisions of the SCO Convention against Terrorism and the SCO Convention on Countering Extremism, regulatory legal acts on accession to the above-mentioned Conventions were adopted in the SCO member states, and amendments and additions were made that determine the list of competent authorities that are responsible for the implementation of these international treaties; legislative acts are being improved to ensure national security; research and legal institutions are being created that specifically deal with terrorism and extremism; the powers of competent authorities are being enhanced, and other measures are being taken to expand the capabilities of entities involved in combating terrorism and extremism.
