On the activities of the SCO member states to join UN documents on combating terrorism, implement the UN Global Counter-Terrorism Strategy and promote the approval of the Comprehensive Convention on Terrorism

Presently, in the context of the persistent terrorist threat to the civilized world, it is crucial to increase the effectiveness of international anti-terrorist cooperation with the coordinating role of the UN, the implementation of the relevant resolutions of the General Assembly and the UN Security Council.

In this regard, one of the current areas of countering international terrorism is the accession of SCO member states to universal anti-terrorist conventions, the implementation (incorporation) of the provisions of the UN Global Counter-Terrorism Strategy, approved by the UN General Assembly on September 8, 2006, into national legislation, as well as assistance in completing the approval of the draft Comprehensive Convention on International Terrorism from August 28, 2000.

Taking into account the above, the Executive Committee, jointly with the competent authorities of the SCO member states, looks into how the SCO member states implement (introduce) the above-mentioned international UN documents into national legislation, which are then sent to the SCO member states for potential use, in order to implement the activities envisaged by the Program of Cooperation of the SCO Member States in Combating Terrorism, Separatism and Extremism and the Work Plans of the Executive Committee of the SCO RATS. 

In terms of harmonizing and bringing together national legislation in the area of combating terrorism, separatism and extremism, taking into account the relevant UN resolutions and advanced international experience, the SCO Member States, being parties to the key universal international agreements on cooperation in combating terrorism, developed and adopted under the auspices of the UN and its specialized agencies, support the global implementation of anti-terrorist mechanisms established by resolutions of the UN General Assembly and Security Council, develop their own laws on combating terrorism, and adopt sector-specific regulatory legal acts governing the protection of vulnerable infrastructure.
  
In addition, a number of SCO member states are members multilateral cooperation and dialogue mechanisms as Joint Working Groups (JWG), the Mutual Legal Assistance Treaty (MLAT), the Extradition Treaty (ET), etc.

Besides, in order to further improve the international legal framework, SCO member states advocate the earliest possible completion of work on agreeing on the draft UN Comprehensive Convention on Terrorism.
