A delegation of the Executive Committee of the SCO RATS, headed by Deputy Director Artur Golovanov, took part in a thematic session entitled “The Security Umbrella of Eurasian Integration,” organized by the Secretariat of the Parliamentary Assembly of the CSTO on May 20, 2025, in St. Petersburg. The session was held as part of the XIII St. Petersburg International Legal Forum (SPIELF-2025).

The event was attended by representatives of the CSTO PA, the CSTO Joint Staff, the Russian State Duma, the Russian Ministry of Justice, the Russian Ministry of Emergency Situations, the Russian Guard, Rosfinmonitoring, the CIS Anti-Terrorism Centre and other international organisations.

The session addressed issues related to the harmonization of national legislation of CSTO member states to enhance the effectiveness of collective security and exchanged views on development of model legislation in the context of the transformation of modern challenges and threats.

Artur Golovanov, on behalf of the Director of the Executive Committee of the SCO, expressed his gratitude for the invitation. In his address, he shared the Executive Committee's experience in addressing issues of legal regulation of cooperation between SCO member states to achieve the main objective of ensuring coordination and interaction between competent authorities in countering terrorism, separatism, and extremism.
