The 11th Meeting of the Heads of Border Services of the competent authorities of the member states of the Shanghai Cooperation Organization chaired by the Kyrgyz Republic was held on July 10, 2025, in Bishkek (Kyrgyz Republic).

It was attended by heads and representatives of the border services of the competent authorities of the Republic of Belarus, the Republic of India, the Islamic Republic of Iran, the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, and the Executive Committee of the SCO RATS. 

The participants exchanged assessments of the situation at the state borders of the SCO member states, trends and forecasts for its development.

They discussed and approved the outcomes of the joint border operation named “Solidarity-2024” conducted in 2024 by the border services of the competent authorities of the SCO member states.

They reviewed and approved the plan for the preparation and carrying out of the joint border operation “Solidarity-2025” for the current year. 

They approved the work plan of the Group of Experts of the Border Services of the Competent Authorities of the SCO Member States for 2026.

They discussed proposals on the venue and dates of the next Meeting of the Heads of the Border Services of the competent authorities of the SCO Member States.

 

The participants noted that the professional exchange of views and the development of common positions on ways to counter new challenges and threats at the borders of the Organization will contribute to the further development of cooperation between the border services of the competent authorities of the SCO member states, strengthening security and trust at the borders.

The meeting took place in a businesslike and constructive atmosphere.
