INFORMATION NOTE about the 44th meeting of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization
On September 10, 2025, the 44th meeting of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization (SCO RATS) was held in Cholpon-Ata, Kyrgyz Republic, under the chairmanship of the Kyrgyz Republic.
Delegations from the competent authorities of the Republic of Belarus, the Republic of India, the Islamic Republic of Iran, the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan, along with representatives from the SCO RATS Executive Committee, attended the event.
The meeting reviewed the implementation of prior decisions made by SCO RATS Council regarding the coordination of cooperation among the competent authorities of SCO member states in combating terrorism, separatism, and extremism. It also approved the work plans of the SCO RATS Executive Committee and expert groups addressing the most pressing issues related to countering the “three forces of evil”.
Additional mechanisms were developed to combat the financing of terrorism, separatism, and extremism, as well as to facilitate information exchange aimed at preventing the movement of members of terrorist, separatist, and extremist organizations across the territories of SCO member states.
Measures were taken to enhance cooperation among the Organization's competent authorities in utilizing artificial intelligence for countering terrorism, separatism, and extremism, alongside the application of digital evidence in criminal proceedings.
An agreement was reached to conduct joint information campaigns against international terrorist organizations in 2026.
To further develop cooperation, expert events are planned in the Islamic Republic of Pakistan, including a practical seminar focused on countering the use of the Internet for terrorist, separatist, and extremist activities.
The SCO RATS Council strongly condemned all terrorist acts committed in 2025 within the territories of the Organization's member states, as well as the military strikes that occurred in June 2025 against civilian and nuclear energy infrastructure in the Islamic Republic of Iran, as outlined in the Tianjin Declaration of the Council of Heads of SCO Member States (an excerpt from the Declaration is attached).
Additionally, issues related to the organizational and personnel support for the activities of the SCO RATS Executive Committee were addressed.
A number of employees from the competent authorities of SCO member states and officials from the SCO RATS Executive Committee were recognized and awarded for their personal contributions to the development of the SCO RATS and the strengthening of cooperation among the competent authorities of the SCO member states.
The chairmanship of the SCO RATS Council passed from the Kyrgyz Republic to the Islamic Republic of Pakistan.
An agreement was reached to hold the next meeting of the SCO RATS Council at the SCO RATS Executive Committee in Tashkent.
The Council meeting took place in a businesslike and friendly atmosphere.

Member States strongly condemned the terrorist attacks that occurred in Pahalgam on April 22, 2025.
Member States also denounced the terrorist attacks on the Jaffer Express on March 11 and in Khuzdar on May 21, 2025.
Expressing their deepest sympathy and condolences to the families of those killed and injured, Member States emphasized that the perpetrators, organizers, and sponsors of such attacks must be held accountable.
Reaffirming their strong commitment to combating terrorism, separatism, and extremism, Member States underscored the unacceptability of using terrorist, separatist, and extremist groups for mercenary purposes. They recognized the leading role of sovereign states and their competent authorities in countering terrorist and extremist threats.
Additionally, Member States condemned the military strikes by the State of Israel and the United States of America against the Islamic Republic of Iran in June 2025. Such aggressive actions against civilian targets, including nuclear energy infrastructure – which resulted in civilian casualties – represent a gross violation of international law and the UN Charter, infringing upon the sovereignty of the Islamic Republic of Iran. These actions undermine regional and international security and have serious implications for global peace and stability.
They noted the necessity of ensuring the physical safety and security of nuclear facilities at all times, including during armed conflicts, to protect both the population and the environment from harm. In this context, they reaffirmed their commitment to diplomatic initiatives aimed at peacefully resolving the issues that have arisen.
Member States reiterated the importance of UN Security Council Resolution 2231 (2015), stressing that it is binding and must be implemented in full accordance with its provisions. They asserted that any attempts to interpret it arbitrarily undermine the authority of the UN Security Council.
Finally, they called for the resumption of constructive dialogue between the involved parties, emphasizing the need to focus on jointly seeking solutions to prevent further escalation of the situation.
