On Participation in the International Counter-Terrorism Seminar
A delegation of the SCO RATS Executive Committee, led by Deputy Director Sergey Pisanyi, attended the International Counter-Terrorism Seminar on the topic: "Regional Counter-Terrorism Challenges and Responses Amid Geopolitical Conflicts" held on August 3–4, 2026 in Yining, Xinjiang Uygur Autonomous Region (XUAR), People’s Republic of China.
The seminar was organized by the Ministry of Foreign Affairs of the PRC and the Institute of Chinese Borderland Studies at the Chinese Academy of Social Sciences.
The event took place in Yining, the administrative center of the Ili Kazakh Autonomous Prefecture in the XUAR.
It brought together delegations from 24 states and two international organizations, along with representatives from law enforcement agencies, academic and educational institutions of China, local authorities, and members of the public from the XUAR.
In the course of the thematic sessions, participants exchanged views on situational assessments, counter-terrorism measures, and ways to enhance international cooperation.
Executive Committee Deputy Director Sergey Pisanyi highlighted the decisive joint measures implemented by the competent authorities of SCO member states to counter terrorism, separatism, and extremism, as well as the ongoing refinement of the cooperation framework to combat the "three evils." By decision of the SCO heads of state, a Universal Center for Addressing Security Challenges and Threats to SCO Member States will be established on the basis of SCO RATS in Tashkent, alongside its branch in Bishkek, Kyrgyz Republic – the Center for Combating Transnational Organized Crime.
The conference was conducted at a high level, in an atmosphere of constructive dialogue and mutual understanding.
