Press Release on the 46th Meeting of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organisation
The 46th meeting of the Council of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organisation (SCO RATS) was held in Islamabad under the chairmanship of the Islamic Republic of Pakistan on September 14, 2026.
The event was attended by delegations of competent authorities from the Republic of Belarus, the Republic of India, the Islamic Republic of Iran, the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, as well as representatives of the Executive Committee of SCO RATS.
During the meeting, participants discussed relevant issues on the international agenda in the field of regional security.
The Council of SCO RATS condemned the new military attacks against the Islamic Republic of Iran and reaffirmed the previously stated position of the SCO on this matter. Expressing condolences to the Government and people of Iran in connection with the tragic death of the Supreme Leader of Iran Seyyed Ali Khamenei, as well as to the families of the victims, the Council emphasized its stance on preserving the sovereignty, security, and territorial integrity of Iran, supporting efforts aimed at de-escalating tensions, establishing peace, and ensuring stability in the region.
The Council reviewed the implementation of previously adopted decisions of the Council of SCO RATS regarding the coordination of cooperation among the competent authorities of SCO member states in combating terrorism, separatism, and extremism. It also approved the work plans of the Executive Committee of SCO RATS and expert groups on the most pressing issues of countering the “three forces of evil.”
Decisions were adopted to create and improve the information infrastructure to strengthen interaction among the Parties.
The participants agreed to conduct in 2027 a joint information operation in the field of countering terrorism, a practical workshop on the timely detection and suppression of the use of the Internet for terrorist, separatist, and extremist purposes for the competent authorities of SCO member states, and a joint anti-terrorism exercise for the competent authorities of SCO member states on detecting and suppressing the use of the Internet for terrorist, separatist, and extremist purposes.
The 13th International Scientific and Practical Conference on Cooperation among SCO Member States and the SCO Observer States in the Field of Countering Terrorism, Separatism, and Extremism is scheduled to be held in the Republic of Kazakhstan.
Issues regarding organizational and staffing support for the activities of the Executive Committee of SCO RATS were considered.
A number of officials from the competent authorities of SCO member states and officers of the Executive Committee of SCO RATS were awarded for their personal contribution to the development of activities of the SCO RATS and the strengthening of interaction between the competent authorities of SCO member states.
The presidency of the Council of SCO RATS was transferred from the Islamic Republic of Pakistan to the Russian Federation.
An agreement was reached to hold the next meeting of the Council of SCO RATS at the headquarters of the Executive Committee of SCO RATS in Tashkent.
The meeting of the Council was held in a businesslike and friendly atmosphere.
