SCO Observer Mission monitors snap elections of members of the Mazhilis of the Parliament and Maslikhats of the Republic of Kazakhstan
A delegation of the SCO RATS Executive Committee, headed by Deputy Secretary General of the SCO Grigory Logvinov and comprising Advisor Li Keming, Assistant Advisor Liu Gan and Assistant Jiang Yuhang (hereinafter the Mission) took part in the SCO Observer Mission at the extraordinary elections of members to the Majilis of the Parliament and Maslikhats of the Republic of Kazakhstan, from March 16 to March 21, 2023,
The Mission also included: Advisor to the Ministry of Foreign Affairs of the People's Republic of China Liu Jinsong; Member of the Central Commission for Elections and Referendums of the Kyrgyz Republic Uzarbek Zhylkybaev; Chairman of the Kyzyl-Kiya Tik of the Kyrgyz Republic Nurlanbek Zhaliev; Head of the Chancery of the Embassy of the Islamic Republic of Pakistan in the Republic of Kazakhstan Altaf Hussain; Chairman of the Committee on Nationalities of the State Duma of the Federal Assembly of the Russian Federation Gennady Semigin; member of the Committee of the Council of Federation of the Federal Assembly of the Russian Federation on agrarian and food policy and environmental management Gennady Ordenov; member of the Central Election Commission of the Russian Federation Elmira Khaimurzina; member of the Central Commission for Elections and Referendums of the Republic of Tajikistan Yusufzoda Salimi Nosirjon; member of the Central Commission for Elections and Referendums of the Republic of Tajikistan Mahfirat Umar Khidirzoda; head of the Department of Information and Communication Technologies of the Central Election Commission of the Republic of Uzbekistan Muzaffar Sataev; and deputy director of the Training Center of the Central Election Commission of the Republic of Uzbekistan Ravshan Isamutdinov.
On March 18, the SCO Observer Mission had a detailed conversation with the Chairman of the Central Election Commission of the Republic of Kazakhstan Nurlan Abdirov. During the election observation, the Mission visited 30 polling stations in Astana and Akmola region.
On March 20, representatives of the SCO Observer Mission, including Head of the Mission Deputy Secretary General of the SCO Grigory Logvinov, Advisor to the SCO RATS Li Keming and others, took part in the final briefing for the media. They shared the results of observation of the elections of members of the Mazhilis Parliament and Maslikhats of the Republic of Kazakhstan. The mission stated that the extraordinary parliamentary elections of the Republic of Kazakhstan met the requirements of the electoral legislation of Kazakhstan and the country's international obligations. The Mission has not observed any violations of the norms of national legislation that could cast doubt on the legitimacy of the elections.
In his address, the head of the SCO Observer Mission highly appreciated the way these extraordinary elections of members of Mazhilis of the Parliament and Maslikhats of the Republic of Kazakhstan were organised and held, as they complied with the requirements of the electoral legislation of Kazakhstan and international obligations adopted by the country. He particularly noted the integrated use of various information technologies and public platforms that contribute to ensuring transparency and openness of public accountability. The Observer Mission of the Shanghai Cooperation Organization expresses its gratitude to the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Central Election Commission of the Republic of Kazakhstan for their assistance in executing the functions of the Mission within its mandate.
