The main orchestrator of the terrorist attack at Crocus City Hall is abroad, FSB Director Alexander Bortnikov told Interfax.

When asked whether it was possible to identify those who ordered the terrorist attack, he replied: “We can virtually assume who it is. There is a main organizer who is located abroad.

Since the relevant proceedings are ongoing as part of the investigation, we need to do everything in order to somehow reach him. Therefore, I will not tell you anything specific now. There is a secrecy in the investigation and we need to ensure that our operational work brings a concrete result,” Bortnikov said.
