Turkish MIT intelligence report on ISKP activities disclosed

Last week, the National Intelligence Organization (Milli İstihbarat Teşkilatı, MİT) of Turkey published a report on the activities of ISIS-Khorasan Province (ISKP) terrorist group.

 

Brief summary of the Report:

 

1. The structural units of ISKP have created a strategy for spreading a new wave of radicalization of youth in the Central Asian countries.

 

2. The Report describes in detail the structure of ISKP, taking into account the historical and political conditions in the region, the strategy and tactics of recruiting new members of the organization, and the narratives used in promoting the ideas of creating a Caliphate in Central Asia.

 

3. The Report aims to understand the structure of ISKP, the principles of recruiting new members, and the use of communication channels on social media for these purposes.

 

4. The Report recommends measures for protection against terrorists in the region, taking into account the aggressive desire of ISKP to expand its influence in Central Asia.

 

5. The Report makes proposals on the principles of cooperation between the intelligence services of the Central Asian countries, including the establishment of institutional structures (for example, an intelligence pool), using the capabilities of the Organization of Turkic States, while simultaneously strengthening anti-terrorist mechanisms.

 

6. The Report recommends the creation of anti-terrorist mechanisms specifically for Afghanistan and Pakistan, which will allow for research in the areas related to labor migration and water security, in the context of the ISKP using such arguments when recruiting new members.

 

7. The Report also recommends the preparation of a comprehensive joint roadmap to guide the efforts of the interested countries to deradicalize youth, in parallel with decisions that religious education in Central Asian countries should be provided by institutional structures.
