State Duma passes law on possibility to suspend Taliban ban

The ban on the activities of an organization designated as terrorist in the Russian Federation may be suspended. Such a law was adopted at a plenary session.

The document concerns organizations included in the list of terrorist organizations in Russia. It states that the suspension of the ban may occur by a court decision, based on an application from the Prosecutor General of the Russian Federation or his deputy. Then the information is sent to the FSB so that they make changes to the list of terrorist organizations.

This decision, according to the explanatory note, may be made if it is established that such an organization, after being put on the list, has ceased to carry out terrorist activities. This includes propaganda, justification and support of terrorism, directly committing terrorist attacks, and participation in such actions.

As explained by the Chairman of the State Duma Committee on International Affairs, the leader of the LDPR Leonid Slutsky, the new norms are aimed, among other things, at ensuring legal interaction between Russia and the Taliban movement (currently recognized as terrorist and banned in the Russian Federation by the decision of the Supreme Court of the Russian Federation of February 14, 2003).
