China publishes White Paper on Countering Terrorism

The State Council Information Office of China published the White Paper entitled “China's Legal System and Practice in Combating Terrorism.” As Xinhua agency reported on January 23, the document contains an introduction, five sections and findings. The following questions are considered:

 

- Improving the legal system to combat terrorism;

 

- Criteria defining terrorist activity and punishment envisaged for it;

 

- Standards of authority in combating terrorism;

 

- Protection of human rights while combating terrorism;

 

- Ensuring the personal safety of citizens and national security.

 

The authors of the White Paper describe terrorism as a common enemy of humanity, which poses a serious threat to international peace and security and a challenge for all countries of the world.

 

In this regard, it is noted that China has been facing the terrorist threat for many years and therefore has always put a great focus on the legislative support for countering it. The country has accumulated a lot of experience. It includes participation in international conventions and treaties which allowed to introduce current amendments to the criminal legislation which is being constantly improved. Due to these efforts, China has been successfully combating terrorism for a number of years.

 

The document emphasizes that national and public security is reliably ensured, and the safety of life and property of citizens is strictly protected in the country. In this way, China makes a significant contribution to security and stability in the world and the region.

 

The authors of the White Book specifically mention that the national counter-terrorism practices are fully consistent with the goals and principles of the UN and comply with the most demanding international requirements imposed by international law.

 

Terrorism in China is officially seen as one of the “three global forces of evil,” along with extremism and separatism.
