This event was the result of the practical implementation of the Memorandum of Understanding between the SCO RATS and the UNOCT, signed on February 19, 2020.

The subject matter of this course was conditioned by the necessity of fulfillment of the SCO RATS Council Decision № 605 as of March 18, 2021 on studying the experience of foreign states in introduction and use of systems of Passenger Advance Information and Passenger Registration Record. It was later reached agreement to carry out the study through a partnership with the UNOCT under the framework of its global Countering Terrorism Travel Program, as well as through the fourth phase of a joint project implemented by UNOCT and the United Nations Regional Center for Preventive Diplomacy for Central Asia, entitled: "Towards a Comprehensive Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia."

Representatives of SCO member states and international experts from UN organizations considered and discussed legal requirements related to API and PNR, implementation practices, watch listing, rule-based targeting, facilitation of API and PNR data processing through INTERPOL, etc.

The course was aimed at learning best practices and building the counterterrorism capacity of the SCO RATS, as well as competencies in API and PNR systems from a regional perspective.  

The interactive course had a practical use with constructive discussion of issues.

INTERACTIVE COURSE AT THE SCO RATS EXECUTIVE COMMITTEE

From October 24 to 27, 2022, the Executive Committee of Regional Anti-Terrorism Structure of Shanghai Cooperation Organization hosted the first joint event with the United Nations Office of Counter-Terrorism: "Regional Interactive Passenger Advance Information and Passenger Registration Record Training Course".
