The delegation of the Executive Committee of the Regional Anti-Terrorist Structure of the Shanghai Cooperation Organization, headed by the Director of the Executive Committee of the SCO RATS Ruslan Mirzaev took part in the high-level international conference on “International and Regional Border Security and Management Cooperation to Counter Terrorism and Prevent the Movement of Terrorists”, held in Dushanbe from October 18-19, 2022

The conference was jointly organized by the Government of Tajikistan, the UN Office of Counter-Terrorism (UNOCT), the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), the European Union (EU), the Organization for Security and Cooperation in Europe (OSCE) with the support of the State of Qatar and the Kingdom of Saudi Arabia.

The goal of the conference was to enhance international cooperation to strengthen border controls in order to prevent and detect the movement of terrorists, including foreign terrorist fighters, illicit trafficking in small arms and light weapons, conventional ammunition and explosives and other munitions.

The event was attended by 723 delegates, including ministers, ambassadors and other officials from 59 UN member states, as well as 56 international and regional organizations, experts and journalists.

President of Tajikistan Emomali Rahmon delivered an opening address. A video message was sent by UN Secretary-General António Guterres.

The Director of the Executive Committee of the RATS SCO Ruslan Mirzaev spoke at the Conference. He stressed that the security of the SCO member states was directly related to the development of an effective system of integrated border management, and that collective approaches to combating challenges and threats to security will be a crucial factor in ensuring the peaceful and creative development of peoples and states.

It was noted that the high-level conference was a logical continuation of the Dushanbe Process, launched in May 2018 during the first regional conference on Combating Terrorism and Violent Extremism.
